To all Members of Fleet Parish Council

You are hereby summoned to attend the Meeting of Fleet Parish Council to be held at the Community Hall, Hargate Close, Fleet on Monday 20th January at 7pm; the Agenda for the Meeting is set out below.

Prior to the commencement of the meeting there will be a public forum for a maximum of 10 minutes when members of the public may be invited to ask questions or make comments. Should they wish to make a comment during the meeting, this will be at the Chairman’s discretion.

This will be followed by a maximum of a further 10 minutes which will be set aside for the meeting to receive reports from elected members of Lincolnshire Council and South Holland District Council.

AGENDA

1. Apologies for Absence and reasons given.

2. To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations in respects of pecuniary or non-pecuniary interests in Agenda items.

3. Signing of the Minutes – Clerk’s notes from the meeting on 18 November 2019 to be accepted as minutes.

4. Financial Matters:

  • Reconciliation of Bank account for November & December 2019
  • Payment of Invoices
  • Budget considerations ahead of Precept request for 2020/21
  • Grant Application – Proposal to apply for grant from Gedney Marsh Windcluster Fund

5. To receive reports - for information only - from:

  • Cllr P Coupland - Playing Field & Pavilion Working Group – To include update on mole treatment and Playground Inspection report review.
  • Cllr G Donley – Planning Issues
  • Cllr Barnes – To receive feedback following Meet & Greet Public Forum
  • Cllr Y Ward - Skate Park fund raising group
  • Cllr Penney – Planter Maintenance
  • Cllr Donley – Fleet Christmas Festival Feedback

6. Fleet Identity – To re visit proposal to remove Holbeach from property addresses within the Fleet Parish Boundary.

7. Development of the Park – To review answers and feedback provided following receipt of completed Questionnaires.

  • Public Space Protection Order – To discuss and resolve application of PSPO to enforce dogs on leads whilst using the playing field.

8. Tenders for Amenity & Playing Field Grass Cutting for 2020 – To discuss and resolve a written document to outline amenity areas for grass cutting tenders.

9. Double Parking by School and Safety Issues Associated – Cllr Coupland to provide update following negotiations with LCC to assist with 20MPH advisory speed signs.

10. Forward Planning & Events – Cllr Penney to provide more details on plans and ideas following on from Full Council request in November Meeting.

11. Dyke to the side of the Playing field – To receive report on works carried out – Cllr Coupland to lead

12. Good Neighbourhood Scheme – To receive update on further information received (if any)

13. Correspondence Received:

  • Email from South Holland Parish Voluntary Service inviting members to attend their next meeting on 24 March 2020 @ 7:00pm.
  • Email from SHDC - Highway Verge Grass Cutting 2020 (For Information)
  • Email from LALC with details of the Clustering Conclusion.

14. Actions List - To discuss completion of outstanding items and agree timescales – Clerk to lead

15. Speed Watch Initiative:

  • To review any information gathered from the interactive speed sign & Police Speed Camera – Cllr McNally to Lead
  • To review prices obtained for the purchase of our own speed watch equipment.

16. Planning Matters - To note all Planning Applications and decisions received from SHDC since the last meeting.

17. To Note Date of Next Meeting – Monday 16th March
