Meeting – Tuesday 15 April 2025
The meeting of Fleet Parish Council was held at the Gedney Hill Memorial Hall, Hillgate. Gedney Hill PE12 0NN Tuesday 15th April 2025, which was attended by 4 members of the public and the following Councillors: Paul Barnes, Kevin Smith, Ashlie Smith, Alan Hammersley & the Clerk.
Public Forum – A Parishioner raised concerns about Planning application H05-0985-24 - Land to West of Langary Gate. Following a discussion it was Resolved that Fleet Parish Council, would review our comments and re-submit an objection for this application.
Lincolnshire County Councillor Report – Due to be absence of LCC P Coupland no reports were received.
District Report – District Cllr Barnes advised, due to upcoming Elections he did not have much to report at this time. He did confirm the River taxi from Springfields to Spalding was no open again and worth a visit.
25.04.01 Apologies for Absence – Cllr E Penney & Cllr C Penney. No reasons were received at this time.
25.04.02 To receive applications (if any) for the office of Parish Councillor and to Co-opt a candidate to fill the existing vacancy – None received
25.04.03 To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations in respects of pecuniary or non-pecuniary interests in Agenda items – None Received.
25.04.04 Signing of the Minutes – Clerk’s notes from the meeting on 17 March 2025 were previously circulated, read and RESOLVED by all, as a true record and signed by the Chairman.
25.04.05 Financial Matters:
• Reconciliation of Bank account - Clerk talked through current bank balance following reconciliation of the bank statements for March 2025 – The balance as of 31st March 2025 was £30,077.32, with pending payments of £680.53, bringing the total balance to £30,031.42. Members were provided with a copy of the latest bank statement for their records.

All noted and approved.
• Budget Forecast – Clerk shared details of the 2025/26 budget forecast. All agreed this was a fair projection and it was resolved to display on the Parish website.
• Year End Statement/Account – Cllr P Barnes reviewed and signed the year end statement as a true record of the current balance.
25.04.06 To resolve to adopt the following:
• Fleet Parish Council Risk Management - Resolved all in order and happy for Fleet Parish Council to Adopt in place of the current Risk Management document
25.04.07 To receive reports - from:
• Playing Field & Pavilion Working Party – Cllr K Smith reported that the Hip Twister was not working again. Clerk to make enquiries with installers to confirm if this is a design fault as we are having to replace these frequently. He also asked for an update on the repairs to the Rowing machine. Resolved to chase contractor to come and look. He also chased the new notice board, Clerk confirmed this should be with us any time now.
a) Update on works for accessible parking area and path – Now weather has improved, we are just awaiting the contractor to return to carry out surface repairs on the ground around the path.
b) Update on Moles on playing field – Ongoing work to deter the moles, but a few have been removed.
c) Renewal of Park Swing Chains – A grant application has now been completed awaiting sign off from Cllr P Barnes.
• Fund Raising and Grants Working Party:
d) Update on submitted Grant applications - Cllr A Smith shared her report concluding ‘With the UKSPF GRASSroots 2024 project complete and fresh feedback from the Fleet Parish Survey, the Council is well-positioned to move forward with funding applications and project planning. Our continued engagement with funding bodies and partners will support the next phase of improvements for the parish
• War Memorial & Amenities Working Party (including Cherry Lane) – No reports received at this time.
• Observations following asset inspections – Asset inspections were up to date with nothing of major concern at this time.
25.04.08 Parish Survey – Update on launch of new Parish Survey – Cllr A Smith confirmed the Survey had concluded with 34 responses received. 26 Online & 7 paper. A detailed report has been shared with full council. Whilst the quantity returned is disappointing, we are pleased with the positive feedback received. The report with now be reviewed in detail with an action plan to follow.
25.04.09 Correspondence Received:
• Email form Parishioner requesting Dog bin to be moved on playing field – Following a discussion it was Resolved that the dog bin would be moved to a more suitable area on the park.
• Email from PKF Littlejohn confirming appointment to carry out external audit for 2024/25 and informing Fleet PC that we are selected in the 5% allocated to undertake an intermediate review (normally for Parishes with an income over £200,000)
25.04.10 Actions List - To discuss completion of outstanding items and agree timescales
• Update on tree works at Church End – Clerk confirmed a contractor had agreed to look and provide an estimate for the works. But questions about ownership were raised. Further discussions with the Church required. Resolved to remove this item from the Agenda until ownership is established.
25.04.11 Speed Watch Initiative - To review any information gathered from the interactive speed sign & Police Speed Camera - Cllr K Smith shared information gathered from the interactive speed sign, which was placed on Old Main Road from 21st March to 14th April 2025. Average vehicles per day 697. Average vehicles exceed the speed limit per day 157. Max speed 65MPH. Average speeders 40/45mph.

25.04.13 Forward Planning & Events
• 8th May VE Celebration – Cllr Barnes confirmed all plans in place. It would be a 9pm start with the Beacon lit at 9:30, then a free soup and roll at the Rose & Crown Public house.
• VE Day 10th May 2025 – All in order with posters advertising.
• Update on plans for Fleet Summer Fete June 2025 – Plans in place with Stalls starting to book in.
