Meeting – Tuesday 15 July 2025
The meeting of Fleet Parish Council was held at Gedney Hill Memorial Hall, Hillgate. Gedney Hill PE12 0NN on Tuesday 15 July 2025 at 7pm, which was attended by 3 members of the public and the following Councillors: Paul Barnes, Kevin Smith, Ashlie Smith Alan Hammersley, Evelyn Penney, Charles Penney & the Clerk.
Public Forum Opened:
A Parishioner asked when the speed limit signs will be changed for the approved reduction implemented for Hallgate, Church Gate and Bensgate. Cllr P Barnes confirmed he has written to our new LCC Cllr Neil Carey and is chasing.
The Parishioner also confirmed that the Scholl was having a speed limit change from 30 to 20, but there is no update on when.
A request for Fleet PC to remove the Notice Board at the school so a new fence can be erected. Following discussion, it was resolved that we would ask the contractor working at the school to assist with removing the legs, to avoid having to purchase new ones when the notice board is re-erected.
A Parishioner asked for consideration of the dog waste bin to be moved further into the playing field on the Burgess Drive entrance due to the flies and smell in the hot weather. It was resolved that Fleet Parish Council would investigate replacing the bin with one that has a lid.
Lincolnshire County Councillor Report – Due to the absence of LCC Neil Carey - No reports were received
District Report – District Cllr Barnes reported that discussion was ongoing with the application to spend going in on 23 July. He also reported that the car parking solution in Hargate Close had delayed due to current proposed plans and cost. He confirmed he recently had a meeting with Cllr T Carter and are proposing a different solution.

25.07.45 Signing of the Minutes – Clerk’s notes from the meeting on 16 June 2025 were previously circulated, read and RESOLVED by all, as a true record and signed by the Chairman.
25.07.46 Financial Matters:
• Reconciliation of Bank account - Clerk talked through current bank balance following reconciliation of the bank statements for June 2025 – The balance as of 30 June 2025 was £68,431.52, with a pending payment of £100, bringing the total balance to £68,331.52. Members were provided with a copy of the latest bank statement for their records.

• Budget Forecast – Clerk shared details of the 2025/26 budget forecast. Nothing of concern was raised.
• Review and approve invoice from South Holland Parish Voluntary Car Service – Clerk shared details of the cost (£743.45) and information provided for numbers of Parishioners who have used the scheme. Following discussion, it was Resolved to defer the decision until our September meeting, pending further information required.
25.07.47 To receive reports - from:
• Playing Field & Pavilion Working Party – Cllr K Smith reported that maintenance was ongoing. He advised that due to the weather the grass was not growing so had agreed to skip the next cut.
a) Review quote received to improve path to entrance of playing field - Details of the quote received were shared. Cllr P Barnes proposed we accept the quote of £1,300. This was seconded by Cllr K Smith and agreed by all.
b) Resolve to Purchase new net for basketball hoop and Additional item for park – Cllr K Smith shared details for cost and Net options. It was Resolved to purchase a new nylon net at a cost of £8.70 +VAT and delivery. Further details were shared for consideration of purchase of a Sign Language Alphabet Board. Following discussion, with costs at approximately £966, it was resolved to look at alternative options, possibly a local printing firm to reduce the cost.
• Fund Raising and Grants Working Party
c) Update on submitted Grant applications - – Cllr A Smith reported that we had been awarded the Grant from the Lottery for replacing the swing chains. Cllr P Barnes advised that the UKSPF grants applications had been delayed until August. But asked suggested we prepare the Tender documentation ready to submit, should we be successful before our next meeting. This was agreed by all.
d) Review Accessibility Audit for Car Park and Path – Clerk reported that we have now received the Audit report and submitted it to UKSPF. The report was very good and confirmed we were complying to requirements; it also offered some suggestions we can work on going forward.
• War Memorial & Amenities Working Party (including Cherry Lane) – Cllr C Penney shared costs of purchasing new planters for the Ware Memorial. It was resolved to spend a total of £260 on these, with colours to be decided between Cllr over email once details obtained. Further costs were shared for replacing the liner and gravel to the from on the Memorial. There were within the previously resolved spend of £150 (25.06.36).
• Observations following asset inspections Cllr A Smith confirmed she is still trying to obtain a bus timetable. Cllr Barnes advised there is not one available for this stop as it is not listed as a timed stop. It was resolved we would publish the timetable for the previous stop adding the estimated time for the journey to our stop.
25.07.48 Correspondence Received:
• Email from SHPVCS re AGM – Clerk shared details received for the AGM and asked in any Cllrs would like to volunteer to represent us – No volunteers were received.
• Email form LALC with details of Annual Report – Circulated no further action needed
• BSH Parish Council Briefing Session invitation - 18th September 2025 – No further action needed.
25.07.49 Speed Watch Initiative - To review any information gathered from the interactive speed sign & Police Speed Camera - Cllr K Smith shared results from the interactive sign that had been placed on Foxes Low Road. From 19 May – 19 June, an average of 841 vehicles passed of these 340 exceeded the speed limit of 30 MPH, one vehicle registered at 65 MPH. He further reported that he was awaiting details of the Holbeach speed sign data on the same road to compare. Holbeach Parish Council have also requested an Archers Survey. He continued to advise that our teams were out for the National Community Speed Watch day on 11 July. One team was on Long Lane (188 Vehicles with 7 exceeding the limit) and another on Lowgate (130 Vehicles with 13 Exceeding the limit) due to the attendance of a PC and PCSO, 2 speeding tickets were issued on the day. Thanks were noted for the PC & PCSO taking the time to attend and support our team.

25.07.50 Forward Planning & Events
• Fleet Summer Fete 7 June 2026 – Plans were underway for the Summer Fete. Clerk to arrange a meeting in September. It was Resolved to purchase 6 new banners at a cost of £60 each so we can get these up early to promote the Fete.
