To all Members of Fleet Parish Council

You are hereby summoned to attend the Meeting of Fleet Parish Council to be held at the Community Hall, Hargate Close, Fleet on Monday 17th June 2024.  There will be a public forum prior to the Council meeting.  If there are no members of the public present, the meeting will begin at 7.00 p.m.

Should they wish to make a comment during the meeting, this will be at the Chairman’s discretion.  

There will be 10 minutes which will be set aside before the meeting to receive reports from elected members of Lincolnshire Council and South Holland District Council.

AGENDA

1.   Apologies for Absence and reasons given. 

2.   To receive applications for the office of Parish Councillor and to Co-opt a candidate to fill the existing vacancy 

3.   To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations in respects of pecuniary or non-pecuniary interests in Agenda items.

4.   Signing of the Minutes – Clerk’s notes from the meeting on 20th May 2024 to be accepted as minutes.

5.   Financial Matters:

6.   To review/adopt the following policies:

•   Financial Regulations
•   Memorial Bench Policy

•   Playing Field & Pavilion Working Party   

a)   Update on tree works on playing field 

b)    Update on footpath/Table Tennis table

c)    Review planting of foliage to deter access to Dyke near the pavilion 

d)    Proposal to pass Bylaw for dogs on leads whilst on the playing field

•   Fund Raising and Grants Working Party 

a)   Update on submitted Grant applications

b)   Review Grant application received from Fleet Wood Lane School 

•   War Memorial & Amenities Working Party (including Cherry Lane)

a)   Update on area to be dug for flowerpots at War Memorial 

b)   Review quotes received for renewing fence at the War Memorial 

c)   Review further quotes received for cleaning and repairs to Meridian Stone

•   Observations following asset inspections
•   Update on litter bins
•   Cllrs A Smith & K Smith confirmation signature for receipt and reading the following policies:

•   Invitation to attend the Chairman’s Civic Church Service on the 29 September 2024 at 2.30pm in All Saint’s Church Moulton

9.   Actions List - To discuss completion of outstanding items and agree timescales – Clerk to lead

•   Update on tree works at Church End
•   Review quotes received for erecting a notice board at Gedney Hill end of Fleet

10.   Speed Watch Initiative - To review any information gathered from the interactive speed sign & Police Speed Camera – Cllr Picket to lead

•   Update on feedback following Proposal for speed limits to be reduced and other safety management measures, Hallgate, Church End & Church Gate – Cllr Coupland

11.   Planning Matters - To note all Planning Applications and decisions received from SHDC since the last meeting. Cllr Pickett to lead:
