To all Members of Fleet Parish Council

You are hereby summoned to attend the Meeting of Fleet Parish Council to be held the Community Hall, Hargate Close, Fleet on Monday 16th September 2024.  There will be a public forum prior to the Council meeting.  If there are no members of the public present, the meeting will begin at 7.00 p.m.

Should they wish to make a comment during the meeting, this will be at the Chairman’s discretion.  

There will be 10 minutes which will be set aside before the meeting to receive reports from elected members of Lincolnshire Council and South Holland District Council.

AGENDA

1   Apologies for Absence and reasons given. 

2   To receive applications (if any) for the office of Parish Councillor and to Co-opt a candidate to fill the existing vacancy 

3   To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations in respects of pecuniary or non-pecuniary interests in Agenda items.

4   Signing of the Minutes – Clerk’s notes from the meetings on 15th July 2024 & Extraordinary Meeting on 14th August 2024 to be accepted as minutes.

5   Financial Matters:

•   Reconciliation of Bank account for July & August 2024
•   Budget Forecast 
•   Payment of Invoices:

6   To receive reports - from:

•   Playing Field & Pavilion Working Party   

a)   Update on tree works on playing field 

b)    Update on flood lights on playing field

c)    Review interest in from Football team wanting to rent pitch and Pavilion 

d)    Discuss parishioner request to use playing field for an outdoor cinema event

•   Fund Raising and Grants Working Party 

a)   Update on submitted Grant applications

b)   Resolve how to allocate awarded grant for £1,000

c)   Baptist Church donation request

•   War Memorial & Amenities Working Party (including Cherry Lane)

a)   Update on renewing/repairs to fence at the War Memorial

b)   Review further quotes received for cleaning and repairs to Meridian Stone

•   Observations following asset inspections

•   Update on litter bins

7   Correspondence Received:

•   Email from LCC regarding Claimed footpath between Damgate and Branches Lane – Resolve how we wish to proceed
•   Email from parishioner with concerns about Mr Paynes Peacocks 

8   Actions List - To discuss completion of outstanding items and agree timescales – Clerk to lead

•   Update on tree works at Church End
•   Update on location for notice board at Gedney Hill end of Parish

9   Speed Watch Initiative - To review any information gathered from the interactive speed sign & Police Speed Camera – Cllr Picket to lead

•   Update on feedback following Proposal for speed limits to be reduced and other safety management measures, Hallgate, Church End & Church Gate – District Cllr P Barnes

10   Planning Matters - To note all Planning Applications and decisions received from SHDC since the last meeting. Cllr Pickett to lead
