To all Members of Fleet Parish Council

You are hereby summoned to attend the Meeting of Fleet Parish Council to be held at the Community Hall, Hargate Close, Fleet on Monday 17th January, which will commence at 7:10 pm the Agenda for the Meeting is set out below:

Prior to the commencement of the meeting there will be a public forum for a maximum of 10 minutes when members of the public may be invited to ask questions or make comments.  Should they wish to make a comment during the meeting, this will be at the Chairman’s discretion.  

There will be 10 minutes which will be set aside for the meeting to receive reports from elected members of Lincolnshire Council and South Holland District Council.

AGENDA

1.   Apologies for Absence and reasons given.

2.   To receive applications for the office of Parish Councillor and to Co-opt a candidate to fill the existing vacancy 

3.   To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations in respects of pecuniary or non-pecuniary interests in Agenda items.

4.   Signing of the Minutes – Clerk’s notes from the meeting on Monday 15th November 2021 to be accepted as minutes. 

5.   Financial Matters:

• Reconciliation of Bank account for November & December 2021
• Payment of Invoices 
• Budget Forecast - Precept request for 2022/23

6.   To receive reports - from:

• Cllr P Coupland - Playing Field & Pavilion Committee  

a) Update on sanitary wear works – Clerk to update 

b) Update on quotations for replacement windows in pavilion

c) Risk Assessment for Pavilion/Fire extinguishers – Clerk to lead 

d) Climbing frame & rubbish removed from pavilion

e) Moles on playing field

• Cllr Gemmell - Grant Application Committee in respect of Redevelopment of the Playing Field

a) Clerk to provide update on land registry and planning application for Playing Field

• Cllr Penney – Planter Maintenance & War Memorial Committee

7.   Appoint new representative - South Holland Parish Voluntary Car Service (SHPVCS)

8.   Correspondence Received:

• Email from Neighbourhood Policing Team re any potential issues within the Parish
• Email regarding The Great British Spring Clean – Save the date 25 March – 10 April 2022
• Email from The Rock School Bus – asking about our Parish specific needs
• Email from Friends of Fleet asking for an update on Plans following their request for a ‘Queens 70th year reign celebration’ as per their email in February 2021.

9.   Actions List - To discuss completion of outstanding items and agree timescales – Clerk to lead

• Request for consideration for Drop kerbs on corner of Eastgate Gdns & Eastgate and another on corner of Burgess Drive & Eastgate.
• Public Space Protection Order – Application of PSPO to enforce dogs on leads whilst using the playing field – Review response received 
• Repeat request for not suitable for HGV signs to be erected – Update from Cllr Coupland

10.   Speed Watch Initiative - To review any information gathered from the interactive speed sign & Police Speed Camera – Cllr McNally to Lead

• Update on Proposal for speed limits to be reduced, Eastgate, Hall Gate & Church Lane – Cllr Coupland to lead

11.   Planning Matters - To note all Planning Applications and decisions received from SHDC since the last meeting. Cllr Donley to lead:

• Update on plans for event in 2022 to honour the Queens 70th year reign – Cllr Penney to lead
