You are hereby summoned to attend the Meeting of Fleet Parish Council to be held at the Community Hall, Hargate Close, Fleet on Monday 21st November 2022 at 7 pm the Agenda for the Meeting is set out below:

Prior to the commencement of the meeting there will be a public forum when members of the public may be invited to ask questions or make comments.  Should they wish to make a comment during the meeting, this will be at the Chairman’s discretion.  

There will be 10 minutes which will be set aside before the meeting to receive reports from elected members of Lincolnshire Council and South Holland District Council.

1.   Apologies for Absence and reasons given. 

2.   To receive applications for the office of Parish Councillor and to Co-opt a candidate to fill the existing vacancy 
3.   To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations in respects of pecuniary or non-pecuniary interests in Agenda items.

4.   Signing of the Minutes – Clerk’s notes from the meeting on 17th October 2022 to be accepted as minutes.

•   Cllr P Coupland - Playing Field & Pavilion Working Party   

a) Observations following completion of Risk Assessment for Pavilion & Playing Field  

b) Update - Moles on playing field

c) Update on new fencing on playing field – if not yet completed, date to be confirmed

d) Update on action to improve football pitch on the playing field

e) Review report following Park Annual independent inspection on 28th October – Decision to be made on items to be replaced and who will carry out works

f) Consideration for purchase of a new bench for the playing field – Review quotes

g) review revised quotes for roundabout (if any) 

h) Update on installation of Defibrillator to pavilion and Church end 

i) Review Tender doc in preparation for Grass cutting tenders for playing field and amenity areas

•   Cllr Stockford - Grant Application Working Party in respect of Redevelopment of the Playing Field

a) Cllr Donley to provide update on land registry and planning application for Playing Field

b) Update - Grant application to Grange Wind Farm - Lincolnshire Community Foundation Fund in respect of roundabout

c) Update - Grant application to Cambridgeshire Community Foundation in respect of roundabout

d) Update on prices to appoint independent Civil Engineer to draw plans for required works on playing field/hard standing

e) SHDC Prosperity Fund Update (if any)

•   Cllr Penney – Planter Maintenance & War Memorial Working Party

a) Update on quotes for membrane & gravel for the seating area

•   Observations following asset inspections

7.   Correspondence Received:

•   Email from South Holland Citizens Advise bureau requesting a donation

8.   Actions List - To discuss completion of outstanding items and agree timescales – Clerk to lead

•   Request for consideration for Drop kerbs on corner of Eastgate Gdns & Eastgate and another on corner of Burgess Drive & Eastgate.
•   Public Space Protection Order – Application of PSPO to enforce dogs on leads whilst using the playing field – Review response received 
•   Update on removal of bollards and resurfacing work to island by school

9.   Speed Watch Initiative - To review any information gathered from the interactive speed sign & Police Speed Camera – Cllr McNally to Lead

•   To arrange cover/support for Speed Watch should Cllr McNally be unable to manage
•   Update on Proposal for speed limits to be reduced and other safety management measures, Eastgate, Hall Gate & Church Lane 
•   Proposed date for meeting with School, residents & highways to discuss safety/parking around the school – Cllr Stockford

•   Reminder for Cllrs to complete expressed interest working party form – This has been requested several times now
•   Update on plans for annual ‘Fete’ on the Fleet Playing field on Sunday 11 June 2023 - Request for consideration of financial support 
•   
•   Resolve on plans to take part in Spalding Flower Parade 6th May 2023 – Final decision to be made if we sponsor a float or not
•   Update on purchase/planting Oak tree near church – Cllr Coupland
