To all Members of Fleet Parish Council

You are hereby summoned to attend the Meeting of Fleet Parish Council to be held at the Community Hall, Hargate Close, Fleet on Monday 18th September 2023.  There will be a public forum prior to the Council meeting.  If there are no members of the public present, the meeting will begin at 7.00 p.m.  Should they wish to make a comment during the meeting, this will be at the Chairman’s discretion.  

There will be 10 minutes which will be set aside before the meeting to receive reports from elected members of Lincolnshire Council and South Holland District Council.

AGENDA

1.   Apologies for Absence and reasons given. 

2.   To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations in respects of pecuniary or non-pecuniary interests in Agenda items.

3.   Signing of the Minutes – Clerk’s notes from the meeting on 18th July 2023 to be accepted as minutes.

4.   Financial Matters:

•   Reconciliation of Bank account for July & August 2023
•   Finalisation of external Audit by PFK Littlejohn
•   Budget Forecast 
•   Payment of Invoices:

5.   To review the following policies:

•   Safeguarding Policy – Review updates and receive update on members being DBS checked

6.   To receive reports - from:

•   Playing Field & Pavilion Working Party   

a) Review Risk Assessment for Pavilion 

b) Update - Moles on playing field

c) Tree inspection in on the playing field 

•   Grant Application Working Party in respect of Redevelopment of the Playing Field

a) Update plans for required works on playing field/hard standing

b) SHDC Prosperity Fund – Update on receipt of funds and equipment purchases 

c) Update of Monkey Challenge Grant (if any)

•   Planter Maintenance & War Memorial Working Party
•   Observations following asset inspections

7.   LLC Tree Planting Scheme – Updates received (if any)

8.   Correspondence Received:

•   Invitation received from SHDC to attend a One-Day Event Safety Awareness training session
•   Email from Spalding Flower Parade inviting us to sponsor a float in the 2024 Flower Parade
•   Email from Fleet Community Responders requesting a donation to support future planned events

9.   Actions List - To discuss completion of outstanding items and agree timescales – Clerk to lead

•   Public Space Protection Order – Application of PSPO to enforce dogs on leads whilst using the playing field – Review response received 
•   Update on tree works at Church End
•   Update on removal of bollards and resurfacing work to island by school

10.   Speed Watch Initiative - To review costs for new Speed sign – Cllr McNally to Lead

•   Discuss proposal to support a Parish Speed Watch Team (including feedback from Residents) 
•   Proposal to purchase Community Speed Watch Equipment
•   Update on feedback following Proposal for speed limits to be reduced and other safety management measures, Hallgate, Church End & Church Gate – Cllr Coupland
